Vehicle winter gear in Slovenia 15 November 2019 to 15 March 2020

Motor vehicles driving on roads need to have their winter gear from 15 November 2019 to 15 March 2020.

The following article will explain when winter gear is mandatory in Slovenia, what counts as winter gear, where the tread depth is measured in tyres and what penalties await drivers who fail to equip their vehicles with winter gear.

When is winter gear mandatory?

Winter gear for vehicles driving on roads in Slovenia is mandatory from 15 November to 15 March.

Winter gear is also mandatory before or after this period in winter conditions. Winter conditions occur when snow sticks to the road surface during snowfall or when the road surface is covered in snow or ice.

What is winter gear?

Winter gear for vehicles with a total mass of up to 3.5 tonnes includes:

  • 4 winter tyres with a minimum tread depth of 3mm, or
  • 4 summer tyres with a minimum tread depth of 3mm and adequately large snow chains for drive wheels or chain-equivalent accessories.

Winter gear for vehicles with a total mass of more than 3.5 tonnes includes:

  • 4 winter tyres with a minimum tread depth of 3mm, at least on the drive wheels, or
  • 4 summer tyres with a minimum tread depth of 3mm and adequately large snow chains for drive wheels or chain-equivalent accessories,
  • shovel.

Four-wheel drive vehicles must have snow chains for at least one axil when running full-time, or at least for the engaged axil when running part-time.

In sub-coastal areas, winter gear also includes 4 summer tyres with a minimum tread depth of 3mm, where snow chains are not obligatory.

A sub-coastal area is part of the land in the Republic of Slovenia that borders the Adriatic Sea, the border with the Republic of Italy, the border with the Republic of Croatia, as well as the following roads (which are not within this area):

  • R3 627 – section 3761 Osp border crossing – Črni kal;
  • R1 208 – section 1434 Črni kal - Aver;
  • R2 208 – section 1059 Aver - Gračišče;
  • R3 626 – section 3726 Gračišče - Brezovica pri Gradinu border crossing.

What is a winter tyre?

Winter tyres are tyres containing the manufacturer markings "M+S", "M.S" or "M&S" on their side.

It is prohibited to use tyres with nails in road traffic.

Where is the tread depth measured in tyres?

The tread depth is measured on the main tread pattern (profile) of the tyre.

 What are the penalties if a vehicle does not have winter gear?

Drivers who fail to equip their vehicles with winter gear face a penalty of EUR 40.

If a vehicle does not have winter gear and causes traffic congestion or blocks traffic for other vehicles, then the driver faces a penalty of EUR 500 and 5 penalty points.

If a driver fails to clean their motor vehicle or trailer, then the fine is EUR 200 (there must be no snow, ice, water or other substances on the vehicle that could have an impact on the vehicle properties or that could fall off or spill from the vehicle. Windows and rear-view mirrors must be clean).

A driver who fails to observe, during the winter or in winter conditions, the traffic signalisation indicating winter conditions due to which traffic is prohibited or restricted in a certain part of a road, shall be imposed a fine in the amount of EUR 300 for the minor offence.

Fines for legal persons amount to EUR 1,200, where the responsible person is fined EUR 120.

The Rules in Road Transport Act

Article 29

(winter and winter conditions)

(1) From 15 November to 15 March of the following year, motor vehicles and trailer vehicles in road transport need to be equipped for the winter as prescribed. They also need to be equipped for the winter as prescribed in the event of winter conditions.

(2) Motor vehicles and trailers driving in traffic must not have snow, ice, water or other substances on them that could have an impact on the vehicle properties or that could fall off or spill from the vehicle. Windows and rear-view mirrors must be clean to allow normal visibility for the driver.

(3) If a vehicle that is not equipped for the winter as prescribed even though it should be, or that participates in traffic even though it should not, stops on a road and obstructs traffic, then the driver must immediately remove it.

(4) If the driver of such a vehicle fails to remove the vehicle, an authorized official shall order its removal. The person performing regular road maintenance shall remove the vehicle at the expense of the vehicle’s owner.

(5) A driver must observe the traffic signalization indicating winter conditions due to which traffic is prohibited or restricted in certain parts of the road.

(6) A driver whose motor vehicle or trailer driving in traffic is not equipped with the prescribed winter gear in the winter time or during the winter conditions or who acts in contravention of a traffic sign stating the mandatory usage of snow chains, shall be imposed a fine in the amount of EUR 40 for the minor offence.

(7) A driver who fails to clean their motor vehicle or trailer in accordance with paragraph two of this Article, shall be imposed a fine in the amount of EUR 200 for the minor offence.

(8) A driver who fails to observe, during the winter or in winter conditions, the traffic signalisation indicating winter conditions due to which traffic is prohibited or restricted in certain parts of the road, shall be imposed a fine in the amount of EUR 300 for the minor offence.

(9) A driver who, during the winter or in winter conditions, acts in contravention of paragraph three or paragraph five of this Article and thus restricts or prevents the driving of other vehicles, shall be imposed a fine in the amount of EUR 500 for the minor offence. The driver shall also be imposed 5 penalty points.

(10) A legal person, sole trader or individual independently performing an activity whose driver, during the winter or in winter conditions, acts in contravention of the provisions of paragraphs one, three or five of this Article, shall be imposed a fine in the amount of EUR 1,000 for the minor offence and their responsible person shall be imposed a fine in the amount of EUR 120. The responsible person of a state authority or self-governing community whose driver, during the winter or in winter conditions, acts in contravention of the provisions of paragraphs one, three or five of this Article, shall be imposed a fine in the amount of EUR 120.
