Limitation of cargo traffic in Slovenia is governed by the Order on the Limiting of Traffic on Roads in the Republic of Slovenia
Traffic of heavy goods vehicles (HGV) with the maximum authorised total weight exceeding 7.5 tonnes is therefore limited on the following days:
Sundays, public holidays and non-working days from 8 am to 10 pm.
The Friday before Easter holiday; Good Friday from 2 pm to 10 pm.
Limitations in high tourist season (from the last weekend in June to the first weekend in September, in year 2022 from the 25th of June till the 4th of September):
Saturdays from 8 am to 1 pm.
Sundays, public holidays and non-working days from 8 am to 10 pm.
Additional restrictions in high tourist season on roads:
  • A1-E61/70 Ljubljana - Koper
  • A3-E70 Divaca (Gabrk) - Fernetici (Fernetti)
  • H5-E751 Skofije - Koper

    • on Saturdays from 6 am to 4 pm.

Change to the freight traffic arrangement (vehicles over 7.5 tonnes) on the G1-6 and G1-7
As of 1 June 2019, The Slovenian Infrastructure Agency change the restriction for freight traffic on the main roads Jelšane - Postojna (G1-6) and Starod - Kozina (G1-7) and some of the main and regional roads in the north-eastern part of Slovenia.
Description of the traffic arrangement
The said traffic arrangement shall prohibit all transit traffic of heavy goods vehicles over 7.5 tonnes maximum allowed weight on the G1-6 and G1-7 roads through Slovenia, namely from Italy to countries like Croatia (the following Croatian counties are excluded: Istarska, Primorsko-Goranska and Ličko-Senjska – summarised in the following table: Istra, Kvarner, Lika, Gorski Kotar), Bosnia and Herzegovina, Macedonia, Bulgaria, Montenegro, Romania, and vice versa
Transit traffic of heavy goods vehicles over 7.5 tonnes maximum allowed weight shall be allowed on those roads through Slovenia that come from Italy and the goal of which (e.g. unloading, the seat of the carrier's company) is in Croatia (applies only for the following parts of Croatia: Istra, Kvarner, Lika, G. Kotar) or vice versa, namely whose starting point/origin (e.g. loading, the seat of the carrier's company) is in Croatia (applies only for the following parts of Croatia: Istra, Kvarner, Lika, G. Kotar) and that are headed to Italy. The arrangement also does not prohibit the traffic of goods vehicles that load goods in Slovenia and drive to Croatia or to the aforementioned remote countries and vice versa. Within the area of restricted state road usage, marked with road signs (between Kozina and the Starod border crossing, and between Postojna and the Jelšane border crossing), local traffic is allowed in accordance with Article 37, paragraph two of the Roads Act, which states that the usage of this road is allowed for local traffic in the event of the restricted usage of the public road for transit traffic.
Remote transit traffic of heavy goods vehicles of over 7.5 tonnes maximum allowed weight from Italy in the direction of Croatia (of the continental part of Croatia), Bosnia and Herzegovina, Serbia, Romania ... and vice versa is diverted to the A1 motorway and the A2 Kozina-Ljubljana-Obrežje motorway, which serves as a safer parallel road connection with better traffic and technical elements.
The aforementioned arrangement:
  • prohibits the remote transit traffic of heavy goods vehicles of over 7.5 tonnes maximum allowed weight through Slovenia, which continues its path from the A4 motorway on the main or regional roads and then via the border crossings of Središče ob Dravi and Zavrč, to Croatia and further to Bosnia and Herzegovina, Serbia, Macedonia, Bulgaria, Montenegro, Romania ... and vice versa
    Heavy goods vehicles over 7.5 tonnes maximum allowed weight are allowed to go through Slovenia on the A4 road and then further on regional and main roads and the Središče ob Dravi and Zavrč border crossings to Croatia if their starting point or destination (e.g. loading, unloading, the seat of the carrier's company) is in the Croatian counties of Varaždin and Medžimurje and vice versa. Freight traffic with a starting point or destination in Slovenia shall not be restricted. Within the area of restricted state road usage, marked with road signs (between Ptuj and the border crossings of Središče ob Dravi or Zavrč), local traffic is allowed in accordance with Article 37, paragraph two of the Roads Act, which states that the usage of this road is allowed for local traffic in the event of the restricted usage of the public road for transit traffic.
  • prohibits all transit traffic of heavy goods vehicles over 7.5 tonnes maximum allowed weight that goes from the A1 motorway, then along the regional roads and via the border crossing of Dobovec and the border crossing of Bistrica ob Sotli to Croatia. Within the area of restricted state road usage, marked with road signs (i.e. east of Celje and south of A1 to the border crossings of Dobovec or Bistrica ob Sotli), local traffic is allowed in accordance with Article 37, paragraph two of the Roads Act, which states that the usage of this road is allowed for local traffic in the event of the restricted usage of the public road for transit traffic
In accordance with the Rules on determining border crossing points in the Republic of Slovenia, interstate border crossings of Gibina, Razkrižje, Ormož and Zgornji Leskovec are restricted for freight traffic over 3.5 tonnes maximum allowed weight, while the outflow of freight vehicles over 7.5 tonnes maximum allowed weight is not possible.
The transit traffic of heavy goods vehicles over 7.5 tonnes maximum allowed weight is thus diverted to the motorway connections (A1, A4 and A5), which in this case serve as a safer parallel road connection with better traffic and technical elements.
Additional announcement:
Restriction on roads G1-6 Postojna - Jelšane and G1-7 Kozina - Starod will apply for the TRANSIT of goods vehicles over 7.5 tonnes maximum allowed weight, namely from Italy to Croatia, except for the following areas: Kvarner, Istra, Lika, and Gorski Kotar (those are areas of the Istar, Primorsko-Goranska, and Ličko-Senjska counties). Traffic on this road will be allowed from Italy, e.g. to Rijeka, but not to Split.
Local traffic, according to the full definition of local traffic (Article 37 of the Roads Act), will apply for areas between the placed signs, i.e. on the road G1-7 between (and including) Kozina and MP Starod. This means that companies with a registered office in Kozina will be able to perform transportation on the G1-7 road from Spain or Italy to, for example, Montenegro or Bosnia and Herzegovina. For example, cargo transport from Slovenia (loading, unloading) to Croatia, Bosnia and Herzegovina and to other countries will be allowed.

Exceptions to the general limitation
Traffic limitations shall not apply, when driving is required for the following purposes:
  • saving human lives;
  • preventing or eliminating direct hazards to humans or property;
  • preventing or eliminating consequences of environmental pollution;
  • eliminating consequences of natural disasters;
  • urgent maintenance works during routine road maintenance and snow ploughing and gritting during winter road maintenance;
  • towing or recovering vehicles that are no longer driveable due to malfunction and are at a standstill on the pavement or a section of the road outside the pavement, thereby obstructing or endangering traffic. Towage or recovery may in this case only be performed a natural or legal person registered for this activity, but only to the nearest location suitable for excluding the vehicle from traffic;
  • transport of radio and television vehicles, if this is in the interest of public information;
  • delivery of oil derivatives to petrol stations;
  • humanitarian aid transports;
  • transport of international peacekeeping forces;
  • transport of postal consignments;
  • road traffic combined with railway or shipping traffic
    • to a railway or a ferry terminal in case the journey is to be continued on a piggyback train, and a timely arrival would otherwise be not possible, which must be substantiated by the driver with appropriate documentation;
    • from a ferry or railway terminal to the nearest border crossing in case the vehicles have arrived by ferry or on a piggyback train, and in case the drive to the destination may be continued abroad, which must be substantiated by the driver with appropriate documentation;
  • transport following harvests of quickly perishable agriculture or forest fruits or produce;
  • transport of cereals and barley to storage or drying facilities at the time of harvests;
  • transport of raw materials or goods used in a production process involving several production units of a single enterprise at no more than 5 km away from each other;
  • transport of day-old chickens;
  • transport of milk to collection points, and from collection points to a dairy plant;
  • transport of quickly perishable goods by cargo vehicles – freezer lorries;
  • transport of freshly harvested flowers;
  • collection and removal of household waste;
  • removal of animal corpses as part of the veterinary hygiene public service or animal waste products, as part of the public utility service;
  • transport of mobile disinfection device for hospital use;
  • transport of construction machinery or material for motorway construction or reconstruction in the Republic of Slovenia, which urgently needs to be carried out during a traffic ban, which must be substantiated by the driver with a written certificate issued by the Motorway Company in the Republic of Slovenia (hereinafter referred to as DARS);
  • transport of equipment for theatrical shows or concerts, which, due to event programmes, must be carried out at the time of traffic bans.
Traffic limitations shall also not apply to tractor transport in the case of Points 4, 13, 14 and 17 of the previous paragraph.
Also allowed at the time of traffic bans is driving empty vehicles en route to loading or returning from unloading, which must be substantiated by the driver with appropriate documentation.
Also allowed at the time of traffic bans is transport of machinery required for carrying out urgent maintenance works, which must be substantiated by the driver with appropriate documentation.
