Measures for increased traffic safety on the Ljubljana motorway ring

DARS d.d. is implementing several activities in the field of traffic safety and traffic management. A special focus was placed on monitoring traffic in the entire road system of the Ljubljana motorway ring (the H3 expressway on the northern part and the A1 and A2 motorways in the other parts). Traffic signalisation prohibiting overtaking for heavy cargo vehicles was introduced on the entire Ljubljana motorway ring.

In addition to the constant traffic monitoring in terms of traffic loads, which is reflected in the data on the saturation of the individual driving lanes, individual detailed reports, verifications and studies were prepared. Based on the conclusions or findings from the study “Monitoring noise pollution on the road network managed by DARS d.d.”, on the data on the volume and structure of the traffic, on the data showing that the traffic of cargo vehicles over 3.5 tons and heavy cargo vehicles over 7.5 tons (hereinafter referred to as heavy cargo vehicles – HCV) is high, DARS d.d. has already started to implement certain measures in collaboration with the competent ministry for infrastructure:

  • In March 2017, the entire area was equipped with traffic signalisation prohibiting overtaking for cargo vehicles with a maximum permissible weight over 3.5 tons (the additional panel 4103-1 with the length of the road section subject to the prohibition was added to sign 2230).
  • As the HCV traffic is equally distributed throughout the entire Ljubljana motorway ring and the residential area is situated mainly in the northern part of Ljubljana, a new traffic arrangement will be implemented on 2 April 2017, which will prohibit traffic for HCV on the northern Ljubljana bypass (H3) during the night between 11 pm and 6 am.

DARS d.d. as the operator of the Ljubljana motorway ring, together with the City Municipality of Ljubljana, expects the implemented signalisation to redirect the traffic of HCVs driving in the direction of the A1 motorway (from Štajerska to Primorska and vice versa) exclusively to the eastern and southern bypass (A1), which would lead to a significant unburdening of the northern bypass (H3). We expect to see a decrease in the number of HCVs on this road, which runs through a densely-populated area of Ljubljana and causes high levels of noise pollution and risks to the living environment. In relation to these measures, we have asked the police for reinforced supervision, as it is necessary to ensure that the drivers of HCVs comply with the new traffic arrangements in order to achieve these important goals.

For the purposes of assessing the effects of the implemented traffic arrangement (the prohibition on overtaking for HCVs and the prohibition of the use of H3 by HCVs during the night), DARS d.d. will perform special traffic supervisions (traffic counters, velocity measurements) to determine the effects of the implemented prohibition.

As the operator of the motorway ring, we expect the noise pollution during the night to decrease and the traffic situation to improve.

The drivers of HCVs are asked to comply with the traffic signalisation and to contribute with their actions to better traffic conditions on the Ljubljana motorway ring.
